Sand the glue beginning with the coarse grit and working your way to the fine grit as you approach the wood. Under the hardwood we installed a 1 4 sub floor which was glued and stapled on top of the plywood because we had carpet in that room before and we needed to level it out across all of our rooms. If your building was built before 1980 mastic mixed with asbestos may have been used to seal your tiles to the floor.
